Leading multiple classifications with jerseys
The leader of certain classifications receives a jersey. Sometimes they already hold a jersey for another classification, in which case the second-placed rider in that classification receives the jersey, or sometimes the third or fourth-placed rider (or, theoretically, even riders ranked lower in years when there were also jerseys for the intermediate sprints and combination classifications).
Rules
Currently, the rules are that the leader of a classification receives a jersey. If a rider leads multiple classifications, they wear the "main" jersey. The less important jersey is then passed on to the next rider in that classification who does not yet have a jersey.
In the normal situation, where a rider does not lead multiple classifications, the situation is as shown below.
Since 1953, there have been at least two jerseys in circulation, and that's when the possibility of a rider leading two classifications began. The "pass-on" rule came into effect in 1970; if a rider led two classifications, the least prestigious one moved up to the next rider in that classification who wasn't already wearing a jersey. In 1970, special jerseys were used for this purpose, which were half green and half white. In 1971, this was a special rule.
Incidentally, the rules now state that a rider with a "loan jersey" who also has a national/world champion's jersey wears the national/world champion's jersey. This is not included in the overviews below.
In 2018, Sagan didn't wear the green jersey because he was already wearing the world champion's jersey. I checked if this happened more often: the last time this could have happened was in the second stage of 2011, when Hushovd was on loan with the green jersey. He wasn't wearing the world champion's jersey then because it was a team time trial. The previous time was in 1990, when LeMond would have won the green jersey in the first stage as second in the points classification, but was also world champion. I don't know which jersey he was wearing then. This situation occurred before in 1984 (also LeMond), 1975 (Merckx), and 1972 (also Merckx).
Green jersey not at leader points classification
Green jersey for second rider in points classification
If the leader of the general classification is the same rider as the leader of the points classification, the second-placed rider in that points classification receives the green jersey in the following stage, unless they already had a different jersey. Because after the first stage of the Tour, the winner of the stage usually leads both the general classification and the points classification, this has happened quite often. This happened after the following stages:
Because only the general classification ranks above the points classification, this is the only situation in which the second rider from the points classification would wear the green jersey.
Green jersey for third rider in points classification
There are more situations in which the third rider from the points classification would wear the green jersey. In all these cases, the first rider in the points classification would already wear the green jersey, and the second rider in the points classification would be wearing another jersey as leader of a classification.

The white jersey was introduced in 1975 for the best neo-prof. This evolved to the current young rider classification.

The jerseys shown above are not all jerseys: between 1969 and 1974 there also was a white jersey for the combination classification, between 1984 and 1989 there was a red jersey for the (intermediate sprints classification) and between 1985 and 1989 there was a combination jersey for the (combination classification). Most likely, they were behind the other classifications with jerseys in their era, but not much information is available. The number of combinations increases a lot with these extra jerseys. I did not program all combinations, but I checked manually for missing combinations, and I am pretty sure that the overvie below is complete.

In most cases, they were also leading another classification with a jersey. Vanderaerden wore yellow, Kelly wore green, Stiedea first yellow and then polka-dot, and Van Vliet wore yellow. It only happened once that this was not the case:

In the next stage, Maassen would wear the red jersey, so it was considered more important than the combination jersey.
White jersey between 1970 and 1974 not with leader
Because of how the combination classification was calcualted, the leader of this classification was usually also leading a different classification. The white jersey was not often worn by its leader. A quick count says that of the 104 stages (not counting split stages) for which I know the leader of the combination classification, only 32 times he could wear the white jersey. Most of these stages were in 1973, when Merckx did not join. I suspect that this was one of the big reasons to remove this classification: it was not needed.
In 1969, the second rider would not get a jersey if the first could not wear it, and in 1970 the second would get a white-black jersey. In the overviews below, the white-black jersey is counted as a white jersey.
White jersey for second rider in combination classification
Because between 1970 and 1974, the only two other jerseys in use were the green and the yellow, there are only two situations in which the second rider would wear the white jersey.
It happened a lot that the leader of the combination classification also was leading the general classification. In that case, he wore the yellow jersey, and the white jersey would be worn by the second rider in the combination classification. By the way: this includes stages where the yellow jersey rider would also be leading the green jersey, but the green jersey was worn by a rider not in second place in the combination classification.
It never happened that the leader in the combination was already wearing the green jersey as leader of the points classification, and the second rider wore the white jersey.
White jersey for third rider in combination classification
It happened that the leader in the combination classification was wearing the yellow jersey as leader of the general classification, and the second rider was wearing the green jersey as leader of the points classification. In those stages, the third rider would wear the white jersey.
