The lists below show the oldest living cyclists in several categories. The information is taken from my database, and is as complete as the database is filled; see the overview of riders without date of birth and the overview of riders without date of death.
From most relevant riders that are no longer alive, I know their dates of death, especially those who wore the yellow jersey or finished in the top ten of the general classification. If I could not find a date of deach, I still labeled them as no longer alive if they would now be older than the oldest known living man with their nationality.

Oldest rider that finished the Tour
The list below may contain riders that are no longer alive, but for which I could not find a date of death and had no other method to conclude that they were no longer living. For example, in 2010 I thought that Emiliano Álvarez was still alive, and I felt comfirmation in the fact that he was mentioned as being the oldest living Vuelta stage winner, so I expected that the cycling community would be aware of him. But later, I found out that he had moved to South America, and died in 1987.

The list below is about all riders in my database, so including riders that entered the Tour but never started, and riders who rode the Giro or Vuelta.
It is possible that some (or even many) of the riders below have disappeared from the public view, are still alive and did not connect to the cycling world for tens of years. If a rider emigrated soon after his career to a country where cycling is not relevant, it is not impossible that he did not talk about his cycling career for eighty years, and lived an anonymous life.
Actually, I only found evidence for Emile Idée that he turned a hundred years old. For the other riders, I don't feel confident to make any claims.
